Default uneven brake pad wear

I replaced the front brakes on my dad's 2002 trailblazer yesterday and I found something weird. The driver's side was fine, about half of each pad was worn through; but, on the passenger side the inboard pad was barely touched and outboard pad was worn all the way down to the steel backing plate - no friction material at all! just metal on metal.

Also, the caliper and bracket on the passenger side moved almost without any resistance from the slider pins, you could basically turn the whole assembly on its side the bracket just about fell onto the floor. On the driver's side the two halves moved on the pins but it took some effort and everything felt nice and tight.

What do you think would cause these problems on the passenger side?

could have gotten moisture and or dirt in the slide pins.
