Maybe it carries water and is a dual purpose car wash at the same time as holding up traffic lights. That was hilarious.

I have my doubts as to the St. Louis claim...the last time I was there, there weren't mountains in the background, nor was there desert landscaping around. I'd say that is somewhere out in Arizona or Nevada.
