Linelock not fully holding the brakes?

Linelock not fully holding the brakes? Got a SJM linelock in my car and tested it out. I hear the solenoid click and the brakes hold but not completley. The car can still move a little bit and some pedal feel to stop it. I've double checked all of the wiring and no issues. I'm stumped as to what the cause could be that its not working. Could it be the solenoid?
