Problem with rear shock replacement
Before I take it to another shop how can I get the top bolt off. I sprayed it with wd-40. When I try to turn it, it turns with the shock.
If that doesn't allow you to hold and spin the nut off; then use a vice-grips to hold the threaded part; and a hack-saw to cut under the nut (This is what I've had to do before to a few cars). No way I'd use a cutting torch inside the car; I can see why the shop won't do that.
Get some beeswax (you can find it at hobby stores usually), heat the nut/bolt/threads with whatever you have available, like a lighter (being careful not to catch your car on fire), and let the wax melt into the threads. It'll work just like any other penetrating lube out there, but some people swear it works better than the spray type lubes.
Other than that, find your favorite penetrating lube and let it soak for a while.

To the OP, if you still haven't gotten the old shocks off, AND you don't want to re-use them, here's something we used to do, to get "old style" front shocks off (which are somewhat similar in mounting, as the 4th gen rears). Put a deep socket on the top nut of the shock. Stick a long extension in the socket, then work the shaft of the shock back and forth, until the top part of the shaft breaks...
