Default Wheels spin slow freely

What helps makes the wheels turn faster and smoother freely? Just noticed when my car is jacked up and I spin the front wheels they only turn for a couple full rotations.

Any way to fix this?

Unless you have wheel bearing issues, it may be that your brake calipers' sliding pins need to be lubricated. This allows the caliper to "release" when you step off the brake pedal. If this is the case, then you should hear the brake pads scraping against the disk. Under normal conditions, there should be some slight drag of the brake pads. Hope this helps.
