Default Should new shock compress easy by hand?

Have some new rear shocks that compress real easy by hand, one of them won’t rebound back, usually shocks are really stiff

Depends on the type of shock. Gas filled? The shock dampens quick movement so it should not have slack when moving up or down. Precharges shocks will have more resistance and the valce type and mono or single tube all matters. Most are stiffer on rebound than compression
