what are relocation brackets for?
and were do they go?

They allow you to change the angle of the lower control arm. This is beneficial if you have lowered your car.

You can weld them in or bolt them in. I'd go with weld-ins. They weld in over the stock LCA bracket on the axle.

I thought they are used to level the LCA's (mainly for lowered cars). In the picture, the LCA looks like it would be more level in the upper holes of the bracket. If it is angled like this, does it help even more? I guess I don't understand how it works. Can someone explain?

The car is off the ground. That is why it looks like it isn't level. The LCA should be level with the ground when the car is on the ground. Once they lower the car it will level out.

Correct, the control arm should sit parallel to the ground, or I like them slightly angle towards the rear. Once the car is sat on the ground it will level out. One of the reasons we have two settings is for adjustment when the car is lowered, depending on what spring kit you get some kits will lower the car 1" up to 2".

They nest inside the original LCA mounts. I went with
bolt-ins after seeing a picture of somebody's weld-in
job gone bad. You cannot screw up bolt-ins without
serious inbreeding. Plus, you can find bolt-ins used.

Level arms is stock. Front pointing down increases the
rear's lift. Front pointing up increases its plant or at
least decreases lift. Level is nominal but not ideal for
launching. Too ideal for launching can give brake hop
but nobody seems to be hitting that even on stock
cars, lowest hole, so max it and call it good.
