If you torque them down to spec, I don't see them coming loose.

That is like asking what would happen if a tire fell off, or a LCA fell out of the car.

If the PHB comes loose (comes apart?). You will find the rear wheels rubbing and rubbing very severly. Driving more than a few hundred feet (if that) may result in needing new tires (they will very likley rub on the inside of one fender and possibly the outside of the other, depending on tire size and ride height). So, make sure it's torqued to spec, or, pull it loose and hit it with locktite. If you are coasting in a straight line, the car may be ok with no PHB, but accelerating or cornering and it will probably be very bad news.

You asked, we answer.

FYI...im not talking about the BOLTS holding the panhard rod on..im talking about the nuts that are tightened down to keep the length of the rod at whatever it was set to...
i was wondering what would happen if they happened to come loose...if anything

You answered your own question, use your brain dude. If they're tightened to KEEP THE LENGTH OF THE ROD AT WHAT ITS SET TO, then wouldnt that tell you that if they're not tightened, the length of the rod may or may not stay at what you set it to?

Some people amaze me.

no, ***...actually it wouldnt
when i adjusted it, the rod itself needed to turn in order to adjust any length, and the nuts would lock it into that place...but when its installed obviosuly it cant ******* turn if each end is secured in place

I understand.

If they both work loose. The length will change (at minimum, you may have severe rubbing). If it is made of right and left hand threaded ends, it could eventually back out until the ends fell off. That is what I was addressing. Consider mounting the rod ends with no PHB on them. That is your "worst case" to consider. I'd make sure they are tight, locktite never hurts.

So, if they were to come clear loose, it the PHB could fall out of the car.

Just snug them down good with a big pair of wrenches. I drive like an animal, and I've never had the lock nuts come loose.
