If it's not doing anything, maybe the cable just isn't connected?

Peterock98, perhaps what you're asking about is the rectangular Floor Panel Deadener, part number 10249163?

I think he means the (1" X 2") rubber boot on the backing plate of the rear brake assemble where the cable enters. Mine's ripped too.

Ahh, okay. Looks like that isn't available by itself, but is available as part of the whole rear parking brake assembly:

98-02 with NW9 traction control:
LH: 10434794
RH: 10434795

98-02 without traction control:
LH: 10434796
RH: 10434797

Or the service kit (98-02 without positraction) (one needed for each side, LH and RH): 12454994

Disconnect the e -brake cable.Take all apart( caliper and rotor) .Pull off the shoe and the adjuster and the peice that's opposite the adjuster.Pull out the peice(It's j shaped) that hooks up the the E -brake cable. Then put it back in make sure it's all in the way.Check it by pulling it put adjuster and the peice that's opposite the adjuster, then put the shoe on.Then caliper and rotor.

"Park Brake Shoe Replacement
Removal Procedure
1. Remove the brake rotor.
2. Rotate the parking brake adjusting nut until the adjuster is in closed (fully) seated position.
3. Remove the parking brake shoe assembly."

Perhaps Step 2 is the issue?

Anyone have a pic of ther Parking brake adjusting nut, or could you tell me where it is located and how to close it fully? Is it on the bottom?
