Poor Braking during rain storm

Poor Braking during rain storm 2001 TA with stock replacement auto zone rotors and basic pads, about close to 2 years of use. The braking was never that great to begin with but very poor during rain storm. Can I contribute this to the pads? Just checking before I go buy replacements.
