So basiclly youre saying that if I have relocation brackets (I have BMR's which have 2 holes for adjustment) I can get a non adjustable tq arm and be fine as long as I dont drasticly lower the car?

Not necessarily. I believe he was commenting only on issues relating to anti-squat/anti-dive geometry. He was referring to a torque arm that can be adjusted at the front in terms of mounting point.
This said nothing about pinion angle. An adjustable torque arm is the only way to get pinion angle adjustability. Do you need this? Not with an otherwise stock suspension, but if you add relocation brackets with non-adjustable LCAs you probably will. If you lower the car, you will.
