Could use a little more information to help:
What track are you talking about, the drag strip? And, what are you handling goals, or in other words, what do you want to accomplish by upgrading the suspension?
To me the PHR is a crucial first part that is easily overlooked, and leads to more stable handling ie less 'surprises'.

For PHR information check this thread

Usually a PHR cures handling problems, not necessarily traction or launch problems....however it certainly is needed in the long run.
For your budget and goals a set of relocation brackets along with a PHR would make a lot of sense and help with just the launch.

If money is really burning a hole in your pocket then sure, any old part mentioned in these previous posts will do. Decide what you will really be doing with the car. Will it see more strret duty with ocasional track use? Do you want a dedicated strip car? Then isolate the specific problem area and fix. At this point the biggest improvement on that budget would be sticky tires. If you would be willing to save a little more for good set of dampers (Bilstein HD's) that would be the single biggest improvement you could EVER do.
