why am i lacking breaking power?

Default why am i lacking breaking power?

My father is completing a restoration of his 74 sd 455, he is experiencing lack of power in his brakes. he has measured 13 inches of Hg (mercury) manifold vacuum. in effort to resolve this problem, he has already replaced the power booster, bled the lines, replaced the master cyclinder; basically every aspect of the braking system, however he is still lacking braking power.
what more can he do? should he invest in a vacuum pump against the advice of his mechanic?

i cant really find an appropriatte muscle car forum so i was hoping someone in here could help me out.

Does the car have a large Cam? If so it will pull vacuum and you wont have enough for the brakes. Then it is time for a vacuum canister.

yeh i think he is gonna go with the cannister, hopefully itll do the trick.
