Default Suspension upgrades

How do the hotchkis springs and KYB shocks do together? I want the car to ride better, handle better, and perform well at the track, so here's my list.

KYB adjustable shocks
hotchkis springs
UMI LCA/PHB pkg (both 2x adjustable)
UMI SFC 3pt bolt on

You'll need a adjustable panhard bar, preferably poly/rod combo if your a daily driver.

I'd love to get koni's, but my budget is about $1,450. How do KYB shocks and the hotchkis springs ride and perform?

1450 is a good budget for suspension. What kind of track? 1/4 mile or something that can handle turns?

I have no experience with either, but I don't see your car riding better with KYB shocks and lowering springs...
$1,450 is plenty for suspension:

IMO shocks are the most important part, they control how the car will behave in all areas (ride and performance).

1/8 and 1/4, and if I continue with the thought of swapping to a t56 then autocross and perhaps a road course.

Yes, shocks are very important and koni's are best, I would also add relocation brackets and strano sway bars to your list.
