Default Are these nuts suppose to be torqued?

I got a question on my 2000 Trans am. The bolts that come through my wheel well into the engine bay, the area where shock tower braces are installed, are the nuts that tighten them suppose to be torqued on?

30 ft/lbs on the nuts, 37 on the bolts. I just tighten them down though...

Whatever you do, DO NOT exceed those torque ratings!!!!

Those studs on the upper shock mount WILL snap/shear if you look at them the wrong way!!!!
