Exclamation rack n pinion leak

the boot on the driver side is leaking. I removed it and a ton of PS fluid came out. Is it supposed to have PS in there? i heard that there is supposed to be a seal preventing PS from entering the boot and that the boot is used only for preventing dirt building up on the shaft there.

What you heard is correct. There shouldn't be fluid in the boot.

i keep hearing different things..
i looked this up on autozone.com and it said that its ok for some fluid to be in the boot

this is what it says verbatim:

One fact to keep in mind is that the condition of the bellows boot determines the life of the inner socket. The bellows boot protects the rack from contamination. It might also contain fluid that helps keep the rack lubricated. If any cracks, splits, or leaks exist, the boot should be replaced. Also, be sure that clamps for the bellows are in their proper place and fastened tightly.

so should there be a seal of some sort right where the shaft enters the center of the rack?

you lost a seal
replace the rack or pump or the seal

I'd replace the rack, not expensive, got one on here not too long ago in perfect shape for 100 bux.
