Default Upper Panhard brace

Is it safe to remove this brace, if the car is mostly ran at the track(1/4 mile)?

No. Why does everyone think GM put these things there for the hell of it? It's a BRACE, and is there to support the body mount for the PHB. You might be fine for a long time, but all it takes it one tank slapper that puts too much lateral load into the body mount and you can bend or break it.
