I have been ok with no front plate for a few years, no one really bugs me about it.

That's good for them, a few states have already done it, it's just really dumb to test OBDI cars. The way expemption usally works is, if the car passed the year before, it no longer has to pass in the future. So if 13+ year old car can still pass, chances are the owner takes care of their vehicle and will continue to do so. If it doesn't, chances are they can't afford to fix it or they wouldn't have some thing that old in the first place. PA does 15 year exemptions, Texas needs to get on the ball.

The annual "Texas is going to pass a law requiring only 1 license plate" thread. My year wouldn't be complete without one.

well, i think the real feeling behind it, is that its a LOT of expensive equipment for garages to purchase and maintain for such a small percentage of vehicles on the road older than 1996.

i remember when they first started doing the dyno test for OBDI cars, and how many small garages had to get out of doing inspections because they either coudlnt afford the equipment, or coudlnt afford to lose an entire bay for the emissions testing.

You have a good point, I have seen some of the newer shops not even have stuff to do OBDI.
