Keep the plates and have them transfered to another vehicle if you wish or do nothing with them at all. Either way, the owner will get new plates and matching sticker when the title is transfered into his name.

I'm almost positive that personalized plates can't be transfered from one person to another anyway. But yeah, I got a parking ticket after I sold my car, and a friend of mine actually got arrested and his car impounded because the guy he sold his truck to was doing a bunch of illegal stuff.

On the form for a vehicle transfer, there is a box to show if you kept your plates or not, its fine to do either.
You should also fill out another form (forget the name) which you send in to let them know you sold the vehicle and it should no longer be in your name. The other driver fills out some info on it as well. If you keep a copy of that for your records that should help you with any problems from the new driver.

I had few extra tolls show up on my last truck because it took a while for the guy to re-register the truck. He paid me for the tolls, but if someone dishonest buys your car, this can be expensive.
Always remove your plates - personalized or not.

Yes, you are actually required to keep the personalized plates. When I picked up my personalized plates, they said if I ever sold the car to keep the plates because they will always be registered in my name and they are not transferrable.
