Anyone else have issues with Houston courts?

Back in October, I got a speeding ticket in Houston. I went to the court hearing, and the judge gave me deferred and I paid something around $105. Several months later, I got a letter saying I had to go back to court about the same ticket. I went, and turns out on top of deferred, the judge wanted me to write some essay. I've never had to do that, so I didn't even think about it. I was at fault, so the judge said the ticket was going to go on my record, and that it was closed.
Well two days ago, I got ANOTHER letter in the mail stating that there was a warrant out for failure to pay. I called up the number on the letter, and they said I owed $200 on top of the $105 I already paid. Thing is, when I went to the 2nd court hearing, the judge said I owed nothing extra, and it was closed. I looked for the paper the 2nd judge gave me saying it was closed out, but I couldn't find it. I paid the $200 over the phone just so that I wouldn't have a warrant.
My question is, if I go to the court and ask for them to look up my 2nd hearing, could they see that it was closed out and refund my $200? This is my first ticket in Houston. The others were in League City and Webster.
