Default Need to attach pics, but are too big. How do I resize to 100 kb exactly?

The maximum file size is 100 kb, how do I resize it exactly to 100 kb? My camera doesnt take the same file size pics all the time. It usually falls betwen 120-150 mb or so. I have been messing with it for the past 30 mins. trying to guess at it, but there has to be a way to resize it exactly without having to guess. Im trying to attach a pic, but it says its too big. I need to resize it to 100 kb.

open up the picture file then usually you can right click then edit then you can go from there then just save it.
