Default Anyone get the "non recall" for cats?

Got a letter in the mail today from Gm stating "some 2000 Chevrolet Camaro vehicles equipped with a 5.7L v8 engine may have failure of the right or left catalytic converter"

I had a friend that noticed he had defective cats around thanksgiving and took it into the dealership. Dealership didnt want to replace them untill he came back with the letter (letters werent mailed out till the 5th) even tho they knew about the situation.
