its easy to get around. you just say it was a gift and then you pay $10 gift tax.
you can only get caught if you or the seller spills the beans. i know lots of peopel who have done this and nobody has ever been caught. the DMV has never gone back to a seller and asked about the transaction.

if you are an honest person and dont want to lie then its still easy to get around.

you get will the seller and you give him a gift(and it just happens to be what he was asking for the car) or you buy some floormats from him (again for the cars price) and since he is such a nice person he decides to give you an early xmas present and he gives you the car as a gift.

this is a free country so you and him are allowed to give each other gifts. since the car was a gift then you only pay a $10 tax.
your question does not apply to this way of doing it because there is nothign to get caught doing. if you are not doing anythgin wrong then you cant get caught.

You have 30 days to transfer the title without having it insured or inspected if the car has a TX title & you have insurance on another car. If it is an out of state title, it has to pass inspection first. If the registration is out, you will have to pay for registration. If you do not want to register it, you will have to surrender the tags. I just went through this about 6 months ago.
