When I started to weld I found a local community college that offered a welding certificate as a night class three nights a week. I went after work for a semester. The class was only $50, and besides the good instruction I bet I burned up $600 worth of rod and wire during the class. We learned OXY/ACET BRAZING, STICK, MIG, and TIG. I would suggest starting out that way! At the end of the class we plasma cut a pop can apart, turned the logo upside down, and Tig welded it back together!

For the home get a simple $129.99 welder from harbor Freight. Cheap and something to learn on.
If you need to get a tig rent it. There like $90.00 a week for a TIG Miller MAXSTAR 150 STL
Also a good thing to have is a Welding Calculator. http://www.millerwelds.com/resources/calculators/
Also a CWI by trade and been doing weld inspections for 10years
