(1) You thread it into the crank until it stops
(2) Install your harmonic balancer
(3) Then add the washer/spacer and end nut
(4) Tighten the nut down and it will start to push the balancer on
This is the correct way to do it vs using an old bolt to pull the balancer on

BUMP - Question for clarification;
After following the above steps, should the old pulley bolt still be used to fully seat the pulley? In other words, after following the above procedure should you then -
(1) remove the installation tool
(2) insert the old pulley bolt and tighten to 250 ft/lbs
(3) remove the old pulley bolt and insert new pulley bolt
(4) tighten new pulley bolt to 37 ft/lbs, then turn an additional 140 degrees
