Wow, that burr isn't doing anything? I don't think I've ever come across something my carbide burr couldn't cut. Is that one high speed steel or carbide? How many times have you used it? Is it something no name from a local hardware store or a tooling company?
You might just want to try a fiber wheel, they'll cut even the hardest of materials, might wear out fast but they're cheap.

They do make special grinding discs for stainless steel. Most welding supply stores will carry them. The company I use is called PFERD, they are made in Germany and last a long time. They also make aluminum oxide type discs for mild steel and aluminum. Mild Steel discs don't work as good because stainless contains a lot of chromium and nickel. This combination of metals make it extremely hard. You could then clean up the area with flapper discs as the others have suggested.
