Posted time on post, PM, etc is off by a +1 hour Is this a new issue, I never noticed it before. All the are ahead an hour in time for me; I just posted a PM and it shows 3:16am instead of 2:16am.
And yes my setting are correct, lol.

Time displayed is based on server time as well as your settings in your UserCP and even DST settings for your own computer. While vBulletin gets the time from the server, settings in your UserCP and DST settings on your own computer is then applied. If the server time were to be off, it would affect everyone. I'm showing the correct time and I don't see anyone else reporting the issue to suggest the server time is the issue.
If the time is off for you, go to UserCP, Edit Options and Scoll down to "Time Zone" and select the proper time zone. Make sure your DST in your own computer is properly selected as it can also be used to adjust the time you see on the forums.

Which tells me that you either don't have the correct settings in your computer's system clock (DST and correct timezone), or there is something wrong with the detection due to your browser.
The detection only works correctly if your computer's system clock is set to the same timezone that you define in your UserCP, with DST being automatically detected, and your browser is not interfering with the detection in the footer template.

I'm using FireFox 3.5.7, previously was 3.5.6 until today. No problems. No one has reported a similar issue. If the issue were server side, I'd be impacted as well as hundreds-thousands of other users.
Don't know what to tell you other than what I've previously disclosed. If the settings are correct in your UserCP, then it's your system/OS time/date.
Can you post a screen capture of your system time/date?

Well since I set the DST to off, the time has been right, but where do I find my system time/date? Are you talking about the clock in the lower right corner? If so it reads 11:17PM, the correct EST time.
