If the time is off for you, go to UserCP, Edit Options and Scoll down to "Time Zone" and select the proper time zone. Make sure your DST in your own computer is properly selected as it can also be used to adjust the time you see on the forums.

Don't know what to tell you other than what I've previously disclosed. If the settings are correct in your UserCP, then it's your system/OS time/date.
Can you post a screen capture of your system time/date?

Just because your computer's/operating systems clock is showing correct, you may not have the correct time zone. Right-click on your computer's/operating systems clock and select Adjust Date/Time, select Time Zone tab and make sure you're in Eastern Time, and the option is enabled for Automatically adjust clock for daylight savings changes.
Your computer's/operating systems clock (lower-right corner) must be set correctly with the correct time zone (as I described above) for the forum to properly set your time stamp on the forum.
