The normal usergroup, which you and the vast majority of users are under, is disallowed. That's a staff decision that I cannot address. One of the Administrators can address that policy.
If there is a user that is using animated avatars, it's likely a staff (Administrator or Moderator) as that usergroup appears to have the permission. Probably could be considered a perk

I checked the usergroups. Admins/Mods have the ability while the normal usergroup does not. The examples you provided are in the normal usergroup, but do have animated avatars. I'm going to make a guess that A)It was a policy change and those accounts still have the animated avatar - but won't be able to change it to another animated avatar or B)The Administration made an exception.

You guys should offer a paid members support kind of thing that allows for extra benefits like the aforementioned; I don't mind supporting my Home Community with an annual due, most are in the range of $10. Put a members pack together with some numbered members LS1Tech stickers along with other perks like an automatic 10% off on purchases that are made with the sponsors and I think it would work. Just a thought.

Those are some cool ideas, but most people would frown on paying to be here.
I think a VBulletin update we had turned off animated avatars. Members that already had them uploaded were yes grandfathered.
I went ahead and turned them back on for Tenured Members (50+ posts and/or 6mo). File size is a file size no matter what type it is. Nobody should lag because .gif images under only 19.5 are being loaded.

Yeah I am not new to forums, I have been an admin on a few and co-founded as well, I've also mod'ed a few car clubs in Miami, I was the KING of getting perks for our members, lol...
Thanks for showing some love and turning the animation back on; I'm sure it will add some fun to the profiles
