MAC shorties header question for CA folk

I have an 02 m6 WS6, so I believe I already have the LS6 intake on there from the factory.
I have heard that the manifolds on the 2002 LS1's are pretty good as well for what they are, so shorties may not even yield much.
I just installed the GMMG catback and an SLP lid and I have the stock LS6 intake.
If I were to add the 224R cam with a 114 LSA and a pulley with a dyo tune.
Is it possible for me to see 350 rwhp without headers??????????????????????
My car feels strong, it trapped at 108mph in the 1/4 mile... 100 pct stock aside from the K&N filter.
Final thoughts?? And as always, I appreciate the advice and feedback from all of you.

I keep my car registered in NV and don't have the "Sniffer" test. They use the OBD II test where they plug into the PCM to see if the PCM tells that all the smog stuff is working. Takes about 5 minutes.

And visual, I have heard that some cops and chp are stopping cars that don't sound right, checking under the hood and then issuing citations for non-compliance. Ie, long tubes, intake, lack of egr, etc.
Have a friend that runs a smog shop, he tells me that then the shop that shows on the computer for the last smog can get in trouble and loose their smog permit, so he won't touch anything that even looks or smells off a bit.
I know we modified a LS6 intake to accept the egr, well, visually look like it had an egr on it. I never got around to installing it, selling the SS, so will be selling that intake here soon......
