lol nobody said it was the "PROPER" way to check a relay, but it would work, and common sense would tell anyone that if after swapping relays the fuel problem became solved that the relay would be the problem. the op already explained hes lacking "PROPER" diagnostic tools, so "PROPER" troubleshooting methods wouldnt work.

Here are a few links if they work for you.
Fuel pump power side
http://www.alldatadiy.com/alldata/AF...3573/111736396
Fuel pump itself
http://www.alldatadiy.com/alldata/AF...4232/111602475
Ground 305

If it were me, I would pull the fuel pump relay and jumper it. Which would eliminate the back half of the car.

Swappd fuel filter and nothing...checkd relays nd fuses and all are good.Fuel pressure is at 2psi but I'm almost positive its because of the low amount of fuel.I heard the tank needs atleast 5gal of fuel to create back pressure in the tank?is this true?

My pump has perfect pressure when it has 1-2 gallons left in it.
There's always these, too:

Why don't you just drop the tank and the lines and make sure that nothing is crushed, pinched, or shorted? Try putting +12v to the + side of the fuel pump relay/socket while checking the pressure?
