Forged bottom end, Heads, blower cam (smog legal design), Procharger. That will net the greatest amount of power for a smog legal set-up. I wouldn't expect much more than 600whp though through a restrictive stock exhaust.

Thanks for the reply i think a blower would feel better with the m6 and i have an a4 i think I'll go with heads and cam first maybe a stall since i do plan on getting another f body with an m6 i taught heads and cam where not smog legal

A4 would be perfect with a Turbo.
Sadly the only Smog legal turbo kit around for Cali would be STS kit.
Heads are legal, cam just has to be a certain size. There is info in here if you search around specifically in this section.

Surprisingly not a lot of people go the route you're seeking. What djsanchez said would be a maxed out setup, a cheaper route would be some bad *** heads and a small enough cam that a good tuner can get to pass the sniffer. Probably not much bigger than 224/224. And all of the little **** you can add like pulley, a nice air intake like K&N FIPK, and throttle body will help pile the HP on. Will be more than enough power to smoke 9/10 cars on the road. Or 10 out of 10 depending on where you live lol. And since you're an auto, even better. A nice torque converter will feel like you added 50+ hp on the butt dyno.

I'm running a p-1sc through stock manifolds and put down 501. To get more power out of the smog legal kit, you need to go with bigger injectors, higher flowing fuel pump, and I'm running a 10psi pulley.

so with the p-1sc on stock manifolds and stock internals i would get some where around 80-90 hp gain? since im guessing the gto is somewhere around 400 allready bone stock

I put down 355/355 with an intake, catback and tune. So yeah Mr Sanchez's numbers are spot on. With about 6 psi you should get at least 100 hp. I'm getting a little more due to the different pulley and more fuel. Either way it does suck trying to stay legal. If you are doing N/A just remember the choke point is the stock manifolds and cats so don't expect some of the big N/A gains that you read about because a lot of those guys are running long tubes.

I can see 400 being a reasonable goal while staying smog legal and naturally aspirated.
I'm pretty sure 228/228 cam is the absolute biggest you can go and still pass smog.
You can have a shop port and polish some 243's and put you up there as well.
From my experience, too big of a cam, and altering the exhaust is the biggest way of failing smog. You can do a forged bottom end, a 228 cam, ported and polished heads, intake and throttle body and make decent power. If you dont mind swapping exhaust every 2 years you could do long tubes with gutted or regular cats.
Then theres always the P1, which is smog legal or even a nitrous shot which is easy enough to uninstall every 2 years.
Before doing any of this, i would do a 3600 stall, that will make your car feel like a totally different car instantly. I picked up half a second on a bolt on/free modded 98 camaro with a pi 3200.
