It should not take more than 2.5hrs to swap out a set of headers in your driveway with a couple of jackstands and a floor jack. I've done it myself many times.

Mids and longtubes have never been legal here, what's the surprise? Is it that it'll be harder to get away with now?
And I don't believe the "no mods to engine or exhaust" thing that LS1TAUTO's smog guy said, unless that's specific to emissions and not just period, but we'll see. Much more interested to see what happens to people with mild cams.

Your smog guys was smoking some good cali green cuz he is high. In the state of California it is legal to do what you want to your exhaust FROM THE CAT BACK as long as you don't exceed 144 decibels.

I hear that the going rate for a smog cert from a Stat station in my area is going for about $ 280.
This is only going to get worse, not better.

Us G body owners are going to get hit hard. It's already happening, it's no coincidence either. The past couple of years of road side smog checks are a result of this. They found that cars that passed smog and were resmogged later on random road checks failed... Smdh.
