Getting the block balanced? I dont know. As far as the rotating assy you can take a machine shop a box with your crank rods and pistons and they can go from there.

Probe pistons and Eagle I beams because you said your on a very limited budget, these may be a good choice. NZ12's Jay had a set of Eagle I beams in the turbo mill and I have them here the still look pristine after a ton of beating on them and abuse. Chewed up the Diamond pistons but the rods are as new.....
To properly balance the rotating assembly you need to take the crank, rods, rod bearings, pistons, pins&spirolox, rings, flexpalate/flywheel and the balancer to the machine shop.
No balancing of the block? Maybe square deck, bore then hone with torque plate after its cleaned and the sleeves are magged OK.....

I was trying to ask if this needed to be done in the block, guess I didnt quite convey that. Thanks for clearing that up for me. Been looking around on the ebay, I will be there looking for abit I suppose.
