Your friend must be mistaken. The way the current law reads, it's impossible to build a CARB legal longtube. You can't relocate the cat's legally, and you can't make a longtube that doesn't relocate the cats. I'll bet money these law's only get more strict in the future. At least that's whats been happening ever since they began. I'll say again CA sucks!
