Guy with Civic wants to race my SS...WTF???!!!

Jason, you're missing the point. Plain and simple, we can't rationalize why someone wouldn't want free money, especially when they're driving that SS vs that Civic. I can fathom other excuses, but not the "not worth my time" excuse.
Also, I was trying to poke the OP into racing. "Scared" is usually the magic word.
Thanks LivingCanvas, you knew where I was coming from.
I still think the best races would be if we all brought our cars, and raced on foot...

Also the Integra was not loud at all until he went WOT. It was a stroked B-series, w/ a slight, and i mean hardly noticable, lope.
Granted this is not that car, it is true that on RARE occasions someone figures out how to make a honda fast, even a N/A one, and make it look almost all stock. So just know what you are looking at/for when you look at the car. Also try to watch the way the back moves when it is driving down the road. If it is STIFF and bounces hard, then he might have something going on.

I beg to differ. There is a black older integra running around Long Beach area that looks BONE STOCK!!!! Full interior, N/A on Azenie street tires, with a slight rake forward that I have seen out launch a intake, pulley, exhaust, tune, and SLICK cobra. AND keep the lead all the way down the track. That one surprised the **** out of us all. And trust me the Cobra did not **** up, he had a damned near perfect launch.
