Default Few questions on wheel repair/cleaning

I went to a local shop to have my rims looked at and get an estimate. He gave me a price, but said it looks like there is a clear coat on the rims. The rims are polished aluminum (Bogarts). Anyone ever ran into this before? He said he would have to have the rims sent off in order for that to be done.

Also, They are two piece rims, and the bolt tips are looking ugly, so I want to put new bolts and nuts on there. Any recommendations on this? I may call up Bogart and see if they have prices for these parts, and/or recommendations.

While they are apart, polishing will be done. I know people on here do this, and I wouldn't mind giving it a shot myself. Recommended products and procedures? (I know this is opinion based, so I'm doing searches for this specifically)
