Chrome flaking?

Chrome flaking? Greets all,
I am in the market for a Camaro SS and saw a great specimen (2001 Onyx Black with 30K on the clock) the only blemish was the chrome on the 10-spoke wheels is flaking off.
I believe, although the dealership can not confirm, that the wheels are either aftermarket replicas or were painted and have been chromed by the previous owner. What should I expect to pay to have them replaced or fixed? I personally am a fan of these wheels so I would like to keep them or replace them if I decide to get the car...
Only plus is that the dealer told me he would drop the price because of the wheels or he would replace them for me at the asking price. I just want to consider the price drop on the car versus replacing/repairing the wheels.

Thanks for the help... Thanks for the help with my question; I think I will go with a reduction of $2k on the price of the car and just pick up a replacement set on Ebay for $760!
