It's probably brake dust that has worked it's way into the clear coat.

Be careful using strong chemicals on your painted wheel finish. You basically want to treat them like the painted surfaces on the rest of your car. I would try a strong cleaner that is safe for your wheels like Eagle One A2Z Wheel Cleaner. If that doesn't phase it, try a clay bar. Once you get them clean, polish and wax them.

Wow, I missed the sig... the picture looks like they are painted! Make sure the cleaner you use is safe for chrome and scrub, scrub, scrub. I'm guessing the claybar would work on chrome too, but I've never tried it. After you get them clean, hit them with some Mothers Chrome Polish or Klasse AIO.

I use the extra fine steel wool on my chrome WS6 rims. BUT ONLY USE STEEL WOOL ON CHROME RIMS!!! It's not Brillo or SOS pads, those are too rough. It's just plain steel wool that can be found by the paint in Wal-Mart. Also make sure it's the finest one they have, I think it's labeled "0000". I know some of you may not believe me but try it and you will see that it does work!

try a clay bar, if that doesnt work i go to Goof-off which is like a bug tar remover, you can buy it at home depot in the paint section, its never failed me on painted wheels.just do a small section at a time. if those dont work?........sandblast em and start over
