Default Weight vs performance?

I'm considering buying TTII's and I've been told they're heavy. I was wondering what if there were two exact same cars but one had more weight in the wheels (TTII's) and the other had it where ever else. Would they be the same or does the excess weight in the wheel area hinder that car more? I already bought some stocker rear rims for my DR's, was just wondering about the fronts.

I believe extra wheel weight is worse than weight some were else. It robs power from the engine so to speak because it takes more power to turn them. I really don't think TT II's are that heavy. Stock 00+ 16's are 16lbs 17X9.5 TT II's are 22lbs that's only 6 more pounds for an inch x inch and a half. I think the 17x11s are like 28 which is abit on the heavy side but not bad. When i went from stockers with 245 to TTII's(17x9.5) and 275's there was a huge differance in traction. Anything i lost in wieght i gained in traction.

Rotating mass is up to 7 times worse than stationary mass. I read that in some magazine. It also matters how close the mass is to the pivot point. The farther from center, or the pivot point, the harder it will be to turn, assuming it is being turned from the center or pivot point.

the larger the rim is, the harder its going to be, same with weight.
