select your file then check on the resize box then select the size you want or you can do it in paint open the image in paint press ctrl+W enter the values for horizontal and vertical stretch start off in increments of 10 or whatever you want so instead of it saying 100 make it say 90% etc etc on BOTH boxes
or if its too large size IE 2 mb or something you can open it in paint click on file then save as then under file type change it to jpeg
