If the water is hard it will leave some stains behind on the wheels. I know our sprinklers water my car as much as the yard and I have to keep up with the pass. side wheels to keep them looking as good as the driverside. I went to Autozone and picked up some microfiber applicators and use them to polish. Try polishing a small area at a time and rub the polish in for a little longer and see if it helps. Mother's has always been my go to polish when I have a problem area. I've used a ton of polishes and Mothers is by far my favorite. You might think about putting some wax or polish on the wheels to help protect them once you get them cleaned up.

Then order the Zoop-Seal stuff and seal the wheels. Especially if it is a daily-driver. That stuff lasts a couple years.
It still takes a little work but the Gords cuts through that crap pretty good, Heavy metal polish is a close second. It just seems the Gords has a cutter\cleaner that takes the heavy stuff off easier.

Magic Mix polish
master formula metal gloss
most of them didn't give me the results that I was expecting and I've always gone back to Mother's. I still have some Gords and Magic mix that I use depending on what I'm working on
