Will a 26x11.5x15 ET fit on a 15x8 prostar?

You can put many sizes on a given wheel. 8.5" wheels are about the smallest that you should use for that size tire.
Realistically, a 10" wheel would have been a better choice not only considering backspace options (5.5" is not a good choice (only one with centerline and weld though...I'd go deeper IF I built an 8" wheel for an F-body (which I'd never recommend in the first place due to the larger tires you can easily run)
with a larger wheel (and tire you want to use)...the tire will fit better with more stability as well as a better sidewall profile.
