I had a bulge like that on my old 95 Camaro the first week I had it. the tires were original and 6 years old! Problem is the day I found the bulge was the same day it blew on me driving to the tire shop down the street on my lunch break. it sucked even worse because I found out that day that I bought the car without the key for the locking lug nuts. after they guy dismounted the bad tire he showed me how just rubbing the inside of the tire with his hand caused the rubber to come off into a powder. it was rotted from the inside. Scary stuff... the next day I got all new tires.
