Default Permanent solution to our police problem?

So I was thinking today, how would you be able to get away from a police officer, without having to run like hell or anything dangerous like that...
and it hit me, what about creating a directional EMP device?
Now, this is all theoretical, probably really illegal if implemented, so I figured I'd ask the forum, maybe someone has experience or knowledge of the area...

What would you have to do to go about creating such a device?

First, you have to learn how to build a radio transmitter, as that's what you're talking about. Next, you have to learn how to build an extremely high powered radio frequency amplifier (in the gigawatt or terrawatt range), then you have to learn how to build a directional antenna able to handle that kind of power. Start by reading the ARRL Handbook for Radio Communications for the basics, available here: http://www.arrl.org/arrl-store
Next, realize that doing this is a felony that will get you a free 10 year vacation stay with free butt slamming massages at Club Fed.

Well since its a Military grade weapon I would not sugest building one or deploying one on the police... Why dont you just use a LRAD? Or a AT-4...

Such a device doesn't need to be as complicated, James Bond has been using old school methods for years. Nails, smoke cloud or an oil slick around a good corner should suffice. Otherwise better driving skills might come in handy and also give you something to brag about.
