well I know once you do HID fogs you need to flip OFF the foglight switch so they don't "flash" when you arm and unarm the alarm, as that is bad for them, but the only time I've seen the headlights go up and down like you describe is when one or both of the headlight gears are stripped on the down side of the gear (grinding when closing).

I know they aren't stripped. Before the hid kit was installed they never raised up and then went back down when I locked the car but when I installed the hid kit that is what they do. There is no grinding noise or anything. They just pop up and then go back down.

They don't have to grind in order to do that. I've had mine do that before. Something is stuck. That's why it does that. It thinks they are stuck open even if they actually aren't. And yes the gear could be stripped and not grinding. I've had that too. It would catch and work fine some times and other times not. All that means is the gear hasn't completely exploded yet.

The lights did something curious again. I've been leaving the fogs off, but on the last occasion I had my parking lights on, fogs off, then decided to switch the fogs on, and the headlights popped up, too. Turned off the fogs again and have left them off since. No further issues with the headlights flipping up.
