Programming I am trying to program the entry fob features and followed the owners manual but cant get it to work. Turned the key to run and back. Pulled the radio fuse. Turned the key towards me, accessory mode (hard to do). Then with the door open, pressed the locked button. Always 5 chimes. What am I doing wrong?

However, when I programmed mine, I don't remember needing to remove the radio fuse, but I have an aftermarket radio.

The steps you listed are for programming the alarm options not for programming (matching) remote key fobs. Here are the steps for programming fobs:
1. Turn the ignition key to RUN, then to OFF. This will disarm the content theft-deterrent/alarm system (if equipped).
2. Remove the RADIO fuse. This fuse is located in the main fuse block which is located on the left side of your instrument panel.
3. Turn the ignition key from OFF to RUN three times quickly (within five seconds). The vehicle will respond by locking the doors, unlocking the driver’s door and releasing the hatch. Your transmitter is now ready to match the vehicle. Leave the ignition in RUN.
4. Press and hold the LOCK and UNLOCK buttons on the first transmitter for 15 seconds. The vehicle will respond as in Step 3.
5. Repeat Step 4 for the remaining transmitters.
6. When you have finished matching all of your transmitters, turn the ignition off and replace the RADIO fuse.
7. Check that all transmitters work by pressing the buttons.

On the other hand, if you are actually trying to program alarm options, you're apparently not waiting long enough for the chimes. After you remove the RADIO fuse and turn the ignition switch to ACCY, wait a few seconds and listen for one or two chimes. If, and only if, you hear two chimes then you can program the alarm options. If you only hear one chime then you can only program Exit Lighting, Delayed Illumination, and Last Door Locking And Lockout Prevention. Once you have determined that, you use various buttons and controls to check/change settings.
In your example, when you press the LOCK button, you will hear one to four chimes indicating which features of the Last Door Locking And Lockout Prevention options are activated. Then you press the LOCK button again, pausing to count the number of chimes, until you hear the number of chimes that corresponds to the settings you want.

3) Turn the courtesy lamp switch off.
4) Turn the switch on and off until you hear the number of chimes that correspond to the mode you want to be in.
MODE 1 Both Off.
MODE 2 Delayed Illumination Only.
MODE 3 Exit Lighting Only.
MODE 4 Both On.
LAST DOOR LOCKING & LOCKOUT PREVENTION

MODE 2 8 Second Delay and Shock Sensor Disabled (The alarm will sound 8 seconds after the driver's door is opened with your key and the shock sensor will be disabled)
MODE 3 Zero Delay and Shock Sensor Enabled (The alarm will sound immediately after the driver's door is opened with your key and the shock sensor will be active)
MODE 4 8 Second Delay and Shock Sensor Enabled (The alarm will sound 8 seconds after the driver's door is opened with your key and the shock sensor will be active)
LEAVING PROGRAM MODE

I am not trying to program the transmitters. I am trying to put it into program mode. I hear no chimes and it wont go into program mode. The functions like lights, door locks, horn work, I just want to change the options.

After the first time you press the LOCK button and get five chimes, what happens if you press the LOCK button again? Do you get just one chime? Then if you press it again do you get two chimes? That would indicate that it's working so you can just press the LOCK button enough times to get to the setting you want.
Are you pulling the correct radio fuse? There's a radio/accy at the top right, and a radio at the bottom right (the correct one).

The LOCK button used for programming is the one on the door. The buttons on the remote are used only when matching the remote to the system. It does not matter if the door is open or closed. Most commonly it will be open since you had to access the fuse panel on the end of the dash.

Ok, so I got the system to chime twice on accessories. Then when I pressed the door lock it went to #1 where I wanted it. Turned the key back to off and installed the fuses. Same issue, honks the horn on entry.

That would be because you set the Last Door Locking and Lockout Protection using the LOCK button. That is something you should probably set to option 4 to prevent accidentally locking your keys in the car and prevent the car from locking until the last door is closed.
You have to use the UNLOCK button on the remote to cycle through the options for Remote Keyless Entry Verification (control horn honks and light flashing). It's all listed in post #4.
