Does the gauge do anything at all? If the needle doesn't move, where is it stuck?

Car running good, rough, barely, etc ???

Yes it moves a little when starting, the car has a hard start and misfires at times but after it runs good I feel like the gas ain’t as responsive also, some people when I ask on other forums they said the hard start might be the camshaft sensor?

Looks of potential issues. I would start by temporarily installing a standard tach to verify what rpm is actually doing (ideally compared to live data of rpm from the PCM). If those disagree, find out why. If they do agree, start looking at camshaft position sensor and crank position sensor.

Has the harness or engine been modified?

Sounds like something is mechanically wrong or the PCM is trying to keep the car from imploding.

The engine is swapped to a gen 3 5.3 (ls1 blew) no modifications same 02 camaro z28 harness I recently replaced the gas pump cause I thought that had something to do with it

It should be an issue. RPM gauge reads from the PCM. Same wiring harness, same sensors, same PCM, same BCM, and same gauge cluster shouldn't have any issues translating the signal. Can you hook up a scan tool to read live RPM to be sure the PCM is reading a real RPM signal?

You didn't mention re-tuning for the 5.3 since the swap. LS1 and 5.3 tunes are different and won't run right without being tuned. Any tuner worth talking to can and should data log to help diagnose the issue before and after loading a base 5.3 tune. Tuning software can see a LOT of information at the same time to see what's not producing an expected signal. I should add experience with these cars is a huge benefit.

I just ordered a scan tool to see if it reads the rpms and I am putting a cam in soon do you think I should wait on the tune until the cam is in?(not many tune shops near me)

Your in kind of package situation, you need the tune to get the car right, the cam swap requires a tune depending on how radical it is..
And you have to validate the engine you installed is wired in a fashion compatible with what you took out..

No offense intended, but its a Tachometer that reads RPM, you can use a ultra-gauge which is a small glass dash that can give a lot of info ,, < 90 bucks.
and it can be mounted in the car to give more info than the stock gages.. Must have the OBD2 connector under the dash to use it. It also shows and clears codes.
