I did some digging up on another site and found some worthwhile threads to read. Check them out, and I believe they should answer your questions.
XBCBUM from LS1.com helped me with this a little bit, so I have to give him credit here.
Check out these two threads from LS1.com. Read "Zurbo's" replies. Unfortunately the thread is old and the pictures no longer work. But I think he gives a very detailed description in his instructions.

You want to be able to run your fogs with the high beams on, but shut them off anytime you like and not have to run extra switches or relays?
You want the fog switch to work normal, light up when the fogs are on and go off when the fogs are off?

Here is a Firebird/TA mod: (copy & paste)
VERY EASY MOD. FOR 98 FIREBIRD, T/A, AND FORMULA. DID MINE THIS MORNING. UNCLIP YOUR DASH BEZEL AROUND THE INSTRUMENTS. THIS IS ONLY CLIPPED IN, NO SCREWS OR BOLTS. FOLLOW THE WIRES FROM THE FOG LIGHT SWITCH TO THE PLUG
IN CONNECTOR WRAPPED IN FOAM. SEPARATE THIS CONNECTOR AND FIND THE BLUE AND YELLOW WIRE ON THE PLUG THAT LEADS TO THE CAR. PULL OUT WHITE WIRE HOLDER AND POKE A PAPER CLIP OR SOMETHING LONG IN THE CONNECTOR TO GET
THE TWO WIRES OUT. SIMPLY SWITCH THESE WIRES AND REASSEMBLE. THATS IT!!!
FOG LIGHTS WILL WORK WITH BGIGHTS ON. PICTURE THIS: YOUR CAR WITH ALL (10) TEN FRONT LIGHTS ON. THE ONLY DOWNFALL, THE FOG LIGHT INDICATOR ON THE SWITCH GOES OUT WHEN THE BRIGHTS ARE ON. THIS MOD CUTS POWER TO THE LIGHT ILLUMINATION ON THE SWITCH INSTEAD OF THE FOG LIGHTS. HAPPY MOTORING!! THIS SHOULD BE IN THE MOD SECTION, DON'T YOU AGREE!!
Mod at your own risk: These mods have been on my car for 5 months now with no problems. Some of the info is of my own doing (fog light mod) and some of it was previously known mod that was passed to me by long time 4th gen modders (4 headlight mod and the Pontiac mod).

The TA mod seems to be what I have been looking for however I think there are only 8 lights up front last time I looked. Don't care about the indicator lamp in fog switch when brights are on. I just want to have the ablility to have all 8 lamps on w/brights or not, and still retain the on/off switching ability of the factory fog light switch in either low or hi beam modes.
