Default NOT down shifting at WOT

At WOT the tranny should down shift right? well what if its not? its a new tranny and it does shift. what could make this happen? line presure, converter lock up, PCM, or shift points? would tuning help?

PCM controls all upshifts and downshifts so I would say a tuning or sensor issue. Of couse it wont downshift at any speed at WOT either.

Do you have a stall and of so has the car been tuned for the stall,
And what trans is actually in the car? what year is the PCM being used, What year is the trans?

Well its sounds like the car is in limp mode, If so there should be some codes in the PCM to tell you why.

Ok the answers are there some of them in the codes
the_" P0123 - Throttle Position (TP) Sensor Circuit High Voltage" would affect everything from line presure to shift points.
The other code is not trans related.
You need to repair the TPS circuit and then get a scanner on there and watch whats being comanded by the PCM in data gear wise.

Mine used to downshift to second at WOT at 50-60 mph but now I put a stall converter in it and it wont at 50-60. It will still downshift to first at around 25 though.

Turn the key on, mat the pedal with a voltmeter
on the TPS output (to ground) and read it. If
you are over 4.75V it will set the code and some
trans functions will act funny.
