I got a quote to have mine powder coated, but he wanted to do a acid bath/wash on them to be sure his paint was good. The edge, and the pack plate could have oils in them. I think it was $120 for both seats?
I ended up just using a cheap roller and some of the qt of rustomlem hammer paint I had from my rollbar. I touched up the rollbar last year, but the seats are still fine. The diver cover is getting beat up a little.

Getting a good bond with the surface is the most important thing. But most don't goo too over board with that kind of stuff.

I would spray them with some brake cleaner to degrease them then scuff the surface with a fine grit paper or red scotch brite pad. Then hit it with a self etching primer(this is designed to stick to bare metal) for best adhesion. If you are then trying to match the tan interior, like mentioned in your other thread, I would use Duplicolor vinyl dye.
